Does Harmony A2 require Wi-Fi or an app?

No. Normal listening does not require Wi-Fi or an app.

Can Harmony A2 connect to a TV?

Yes, through a compatible optical, AUX or Bluetooth connection. It is designed for shared room audio rather than simultaneous TV-speaker lip-sync playback.
